VETR 3.5 — Numbers you can trust: correct deadlines, honest scores, real federal rules
A full-platform correctness pass
This release is mostly not new features. It is the result of auditing the whole platform and fixing what it was getting wrong — the arithmetic behind bid decisions, the federal rules it applies, and the places it showed a confident number it had not actually calculated. Where VETR now does not know something, it says so instead of guessing.
Deadlines
- Response deadlines now show the exact time and time zone — SAM.gov publishes a precise deadline (for example 2:00 PM Eastern) and VETR was storing only the date. A bid due at 2:00 PM read as "due August 15".
- Dates no longer display a day early — a calendar date was being converted through UTC, so viewers in US time zones saw the previous day.
- A closed opportunity is labelled closed instead of scoring the same as one months away.
Scores and bid decisions
- Pursuit ROI is calculated on profit, not contract value — winning a contract earns you your margin on it, not its full value. The calculator now asks for your expected margin and keeps every input you enter.
- "Not scored" is now a real state — an unscored proposal no longer counts as a zero in your averages, and no longer produces gap analysis for a bid nothing has assessed. Where a score is missing you get a button to run the scoring agent.
- One VETR weighting everywhere — the composite is now calculated identically in the app, the assessment, and the AI tools.
- Pricing needs a real sample — the price band is withheld, with the reason shown, until enough comparable awards exist to support it.
Federal rules
- Limitation on subcontracting is evaluated properly — 13 CFR 125.6's 50/50/85/75 limits by type of work, measured only against firms that are not similarly situated, plus the separate 40% joint-venture floor. You can now record who performs each item of work.
- WOSB and EDWOSB eligibility follows certification, not ownership — self-certification ended in October 2020, and EDWOSB has its own economic-disadvantage tests.
- Mentor-protege terms are three years with one renewal, per 13 CFR 125.9, with SBA's limits on how many agreements you can hold.
- FAR clause applicability is assessed against your actual solicitation, and nine more agency FAR supplements are recognised.
- Veteran ownership is totalled across all veteran owners for the 51% test, rather than looking at the largest single owner.
Security, accessibility and reliability
- A set of access-control and tenant-isolation hardening fixes across the platform.
- Accessibility improvements to navigation, forms, tables and colour contrast, with automated WCAG 2.1 AA checks now running on every change.
- Faster dashboard and analytics pages, and the health check now verifies the platform can actually serve rather than only that it started.
Public claims across the site were re-checked against what the platform genuinely does, and corrected where they overstated it. Your data, the GovCloud boundary, and the in-boundary AI guarantee are unchanged.
