Lori spent more than four decades inside federal acquisition, on the side of the table that reads proposals rather than writes them. As a Contracting Officer she ran source selection and award across portfolios totaling $143B — which means she has read and scored more proposals than most contractors will ever submit.

She founded Acu-Elligent LLC in Savannah, Georgia in February 2020 to give small businesses the perspective she had from the inside, and developed the VETR methodology — Value, Experience, Teaming, Responsiveness — that the platform is built on. Every rule VETR scores against, and every claim it refuses to make, traces back to that experience.

Raihan has built VETR Proposal end to end since the first commit in July 2025 — the Laravel and React application, the multi-tenant data model, the AI layer, and the AWS GovCloud infrastructure it runs on. He took it from an empty repository to a platform live at vetrproposal.com in ten months, then moved the whole thing into the government cloud.

The parts customers actually touch are his too: the parser that reads a solicitation into a compliance matrix, the four-pillar VETR Score, the win-probability model that refuses to predict from too few examples rather than guess, and the retrieval layer that keeps every AI draft grounded in the customer's own past performance.

His focus is the part of AI that government buyers ask about first: where the data goes. He moved every model call in-boundary to Amazon Bedrock and closed external LLM egress, and built the tenant-isolation and append-only audit layers that the SOC 2 Type II and FedRAMP 20x preparation work rests on.
