Everything a capture team needs.
Nothing they don’t.
Read 200-page RFPs in 90 seconds.
In-boundary AI on AWS GovCloud extracts every Section L/M directive, every FAR clause, and every page-count rule into a structured requirement set.
Price to win, not to lose.
A price-to-win recommendation built from your own winning bids — the ratio of your bid to the government estimate, across every contract you have won.
Every win tells the next bid what to do.
Track win rate, VETR score and cycle time over time, and see which factors keep showing up in your wins and losses.
Capture intelligence that thinks ahead.
Pre-RFP signals, agency forecasts, and competitor wins — all stitched into a single capture board your team actually uses.
Forecasts, probability indicators, and AI-generated outputs are informational aids. They should be reviewed by qualified personnel and are not substitutes for legal, compliance, or capture judgment.
Published research
We trained a model for federal procurement, and published the benchmark.
FedProc-180M reads FAR and DFARS clause references out of solicitations. On our published benchmark it matched Claude Haiku’s accuracy while hallucinating clause numbers less than half as often — the failure mode that matters most when a compliance answer cites a clause that does not exist.
- Hallucinated clause references
- 13.8%
- vs. 32.1% for Claude Haiku
- Speed per call
- ~50×
- faster than Claude Sonnet
- Cost per call
- ~1000×
- lower, at high scanning volume

Architected for federal security and compliance expectations.
VETR runs in AWS GovCloud (us-gov-west-1) with controls mapped to NIST SP 800-171 and CMMC Level 2 practices, and AI kept in-boundary via Amazon Bedrock. We're pursuing FedRAMP 20x (Low first); formal assessments and attestations are in preparation — see our Security page for current status.
AI & your data: your proposal content is processed entirely in-boundary on AWS GovCloud (Amazon Bedrock) — it is never sent to a third-party AI provider and never used to train shared models. Final review and submission decisions always stay with you.
Set-aside support: filters and teaming features are based on SBA program status and publicly available registration data — they are not used to implement race-based or otherwise prohibited preferences.
See our Security page for current attestation status and where each framework stands.
Status terms such as “in progress,” “mapped,” or “program in place” describe current internal readiness or ongoing review activity and do not, by themselves, constitute a completed certification, authorization, or legal determination.
VETR connects to the government-edition stack your team already runs — SAM.gov, GovCon, Grants.gov and the Microsoft Word add-in, with CRM and e-signature connectors in preparation. See the integrations.
“I spent forty years on the government side awarding federal contracts. I watched small businesses lose bids they should have won — not on capability, but on the structural overhead of capture. VETR is the tool I wish those bidders had.
