What is a showstopper?

A showstopper is a mandatory requirement that, if unmet, makes your proposal non-responsive and ineligible for award (e.g., a required certification or a hard submission format). VETR flags showstoppers so you resolve them first — an open showstopper drags down your VETR Score and Responsiveness pillar.
