A VetCert packet can fail on document inconsistency alone, before eligibility is ever reached.

Names, addresses, ownership percentages, and control language have to reconcile across your SAM record, Articles, Operating Agreement, and VetCert package. The VETR Consistency Checker cross-references them and flags the mismatches before you submit.

The Consistency Checker is an automated document-review aid, not a certification, eligibility determination, or legal advice. Official VetCert/SDVOSB eligibility is determined by the SBA — certify at certify.sba.gov.

The Problem

Four ways a clean SDVOSB gets denied.

None of these are about whether you qualify. They're about whether your paperwork reconciles.

Name mismatches

Your SAM registration says "Acme Solutions LLC" but your Operating Agreement reads "Acme Solutions, LLC" — automatic VetCert denial.

Address inconsistencies

Suite numbers, ZIP+4, or PO Boxes that differ between SAM, your articles of organization, and the VetCert package.

Ownership-percentage drift

Cap-table that doesn't reconcile to the 51% veteran-ownership requirement (13 CFR 128.202) after a recent capital raise or member change.

Control language gaps

Operating Agreement clauses that look fine in isolation but undermine the SBA's "unconditional control" test.

How it works

One pass. Every document. Every mismatch.

01

Upload your packet

SAM record, Articles, Operating Agreement, cap table, and prior VetCert application (if any).

02

Run the consistency pass

Automatically cross-references every name, address, ownership %, and control clause across all documents.

03

Get the red-flag report

Severity-ranked findings + exact-wording recommendations to fix before you submit — or before recert.
