That gap represents roughly $9.2B per year in obligations that should be flowing to SDVOSBs but aren't. OSBP offices at under-goal agencies are now under significant pressure to surface eligible vendors — which translates directly into higher win-probability for compliant SDVOSB bids.

How we built this.

Source: USASpending.gov, the federal government's official public spending data system. We aggregate FY2026 procurement obligations (award types A/B/C/D — definitive contracts, BPA calls, delivery orders, and purchase orders) per top-tier awarding agency.

SDVOSB obligations: we filter for awards whose recipient is classified as a Service-Disabled Veteran-Owned Business in USASpending's recipient-type taxonomy, which derives from the vendor's own SAM representations. That is close to, but not identical with, SBA's Small Business Goaling Report — the official scorecard the statutory 5% goal is measured against, which applies its own inclusions and exclusions. Treat these as indicative, not as the official figures.

What we don't claim: obligation share is a coarser measure than win rate or contract value per pursuit. Use these numbers to set capture priorities — not to predict the outcome of any single bid.
