The VETR methodology explained

Value, Experience, Teaming, Responsiveness

VETR scores every proposal on four dimensions that government evaluators actually reward:

  • Value — does your solution clearly solve the agency's problem at a justified price?
  • Experience — can you prove you've done relevant work before?
  • Teaming — is your team (primes, subs, partners) the right one for the scope?
  • Responsiveness — did you address every requirement in Sections L and M?

Each pillar produces a sub-score; together they roll up into your overall VETR Score.
