How to Read an RFP in 30 Minutes
Most RFPs are 100–300 pages. You do not have time to read them cover to cover. Here's how to extract the win-critical data in 30 minutes.
Minute 1–5: Section L + M
Start at Section L (Instructions to Offerors) and Section M (Evaluation Factors). These two sections tell you exactly what to write and how it'll be graded.
Minute 5–15: PWS / SOW
Scan the Performance Work Statement or Statement of Work. Highlight every shall statement — those are binding requirements you must address.
Minute 15–25: Set-aside and CLINs
Confirm the set-aside (SDVOSB? 8(a)?). Review the Contract Line Item Numbers (CLINs) to understand the scope and pricing structure.
Minute 25–30: Amendments and Q&A
Check for amendments and the Q&A period. Questions other bidders ask often reveal what the government cares about most.
